United States Expands Preclearance Program to Dublin and Amsterdam Airports

The United States will open new preclearance facilities at Dublin and Amsterdam airports by October 2026. Passengers will complete immigration and customs before boarding flights to any U.S. destination. The expansion adds 12 daily flights eligible for the program.

U.S. Customs and Border Protection announced on May 19 that preclearance operations will begin at Dublin Airport on October 1 2026. A second facility at Amsterdam Schiphol will open October 15. Both sites received final congressional funding approval last month.

The program allows travelers to complete U.S. entry formalities before departure eliminating domestic connection delays. Dublin will process 2,400 passengers daily across Aer Lingus and United flights. Amsterdam will handle 1,800 passengers on Delta and KLM services to 14 U.S. cities.

Irish and Dutch governments invested 45 million euros combined in new inspection halls and biometric kiosks. Travelers must arrive 30 minutes earlier than current boarding times. U.S. officers will staff the facilities under bilateral agreements signed in 2025.

Preclearance passengers arriving at U.S. airports can proceed directly to domestic connections or baggage claim without secondary inspection. The change particularly benefits travelers connecting through Chicago and New York. Average connection times are expected to drop by 45 minutes.

Airlines have adjusted schedules to accommodate the new processing windows. Aer Lingus added a 7:40 a.m. departure from Dublin to Boston starting October 5. KLM introduced an evening flight from Amsterdam to Atlanta on the same date.

Security experts note that preclearance reduces the risk of inadmissible passengers reaching U.S. soil. The program currently operates at 15 foreign airports including Abu Dhabi and Doha. Expansion to Dublin and Amsterdam fulfills a 2024 congressional mandate.

Travelers should confirm eligibility on the CBP website before booking. Canadian and Australian citizens already benefit from similar arrangements at their home airports. The new facilities will accept all nationalities holding valid U.S. visas or ESTA authorizations.
