Japan's Ministry of Health announced on June 22 that all foreign arrivals must show proof of a measles booster received after 2020 beginning July 1 2026. Acceptable documents include vaccination certificates or lab titer results. The requirement applies at all airports and seaports.
Japan recorded 1,850 measles cases in the first half of 2026 concentrated in urban areas. Airlines have been instructed to verify documents at check-in. Non-compliant passengers face denial of boarding or quarantine upon arrival.
Similar requirements were previously applied during the 2019 measles outbreaks. The policy aligns with WHO recommendations for international travel during outbreaks. Japanese embassies worldwide began issuing official vaccination verification letters on June 25.
What this means for you
Obtain a measles booster at least two weeks before travel and carry the original certificate. Check airline policies as some carriers require upload of documents 48 hours prior to departure. Travelers with natural immunity must still provide serology results.
Schedule appointments now as clinics report increased demand. Keep digital copies of documents on your phone in addition to paper versions. Families with young children should confirm age exemptions with their pediatrician.
The mandate is expected to remain in place until case numbers drop below 100 per month. Early vaccination prevents last-minute travel disruptions.
