Canadian and Philippine officials opened a preclearance facility at Manila's Ninoy Aquino International Airport on May 20. Eligible passengers on direct flights to Vancouver, Toronto and Montreal now complete Canadian immigration and customs before boarding. Processing capacity reaches 1,200 passengers daily.

The agreement follows similar programs already operating in Dublin and Amsterdam. Philippine Airlines and Air Canada flights are the first to use the new lanes. Travelers report average clearance times of 25 minutes.

Passengers must hold confirmed onward tickets and meet standard Canadian entry requirements. Biometric data is collected on-site. Families with young children receive priority lanes.

The facility reduces congestion at major Canadian gateways during summer peaks. Airlines expect fewer missed connections and improved on-time performance. Ground staff received specialized training over the past three months.

Additional preclearance locations in Southeast Asia are under discussion. Manila marks the first such site in the region for Canada. Expansion could include Singapore within two years.

Travelers should arrive at the airport at least three hours before departure. The preclearance zone is located in Terminal 1 after check-in. No fee applies for the service.

Regular reviews will assess wait times and traveler feedback. Officials expect the program to handle 400,000 passengers annually by 2028.
